The answer is "the mandate never was nor is now for HDTV, just DTV, HDTV is an option"

Our local news just aired a story saying the FCC mandated all TV signals be
digital, high definition after Feb of 2009. I understood that digital was
mandated after Feb 2009 but not high definition. Is that correct????
