I am in SC and get 90+ on all setups. Usually sat A is 95-98% and the others
lower 90's at worst. Of course it does depend on what transponder is being
read as they do vary quite a bit. In Florida you should get at least what I
get on setups as you are closer to the sats than I am. As Shane stated, it
is probably just repositioning the dish first, which is not hard at all.
Just make 1 degree movements at a time and wait 3 secs for the box to catch
and settle. Do make alignment marks on the dish/pipe so that you have a
place to return should you get too far out. Make the initial in one color
and final in another. It also could be bad connections or cabling.
But the sat provider should send someone out at no charge to do all this.

I would be interested to know what signal strength he is getting on his
setup. With most STB's, this can be obtained through some sort of
"alignment" or "system" menu. I'd be willing to bet his signal strength is
in the low 80's, if that. I can't say for certain, but you might be able to
get DirecTV to send out a "professional" to re-align the dish if your
neighbor threatens to cancel. Especially if it's a new purchase that
included installation. If it is a single satellite system, all "dish
pointing" involves is minute movements of the dish along the x and y until
signal strength improves. If it is a multi-satellite dish (oval vs. round),
then you also have a "tilt" factor involved ... which complicates matters a
bit ... but still doable with a little patience.

It was a "professionally" installed system meaning it was installed by the
mook de jour. It isn't even HD. The guy only has an SD display and he has
no idea how to make adjustments on his own. He's a very low tech guy.
Having said that I know nothing about satellite or how to adjust it so
perhaps in that respect I'm in the same category.

Was this a self-install, or did someone else install it? I've had great
results with DirecTV, but I installed it myself and am a bit of a
perfectionist. I kept fiddling with my alignment until I had 90+ on all
transponders/satellites. My signal rarely fades, although we don't
generally get the thunderstorms you folks do down there in Orlando (I lived
in Tampa for about a year).
Some other things to consider:
- Cable type used? Should be RG6, properly grounded.
- Cable run length? Mine is 50ft, but have heard of some trouble with
longer runs.
- You can buy a larger dish (22" vs 18" as I recall) that increases
reception
... and of course I'm assuming you've taken trees out of the equation

Unfortunately living in Florida we have more weather issues to deal with.
My neighbor switched to "Direct TV" and has had nothing but service
interuptions due to even the smallest cloud. So I have a feeling quality
depends to some degree on local.

In my neck of the woods (NY Cablevision) it's a no-brainer. I was a
cable subscriber since the beginning and I wouldn't have cable in my
house if I received it for free. Service was atrocious, quality was
terrible and downtime was unacceptable. Let me put it to you this
way - with Cable I was at the mercy of what was happening anywhere on
my line of the system. Every time work was done on another house my
signal was affected. I saw the cable service guys more often than I
saw my kids! And the service guys were contract nomads with
absolutely no interest in quality control. When I switched to a dish
it was like night and day. The connection is between my dishes and
the satellites, not between my house and an intricate wired
network. Yes, sunspots and the occasional heavy rain with interrupt
service for a couple of minutes (I estimate downtime to be no more
than 15 minutes per year where I live). With cable, every windstorm
or heavy rain brought an adventure and an outage - not to mention the
other service issues talked about above.
I went with DISH and have no regrets at all. Now with expanded HD
offerings it's even better. You couldn't pay me to go back to cable.
