The confusion probably arises because there are two different "mandates".
One relates to the shut-off of the NTSC signals, the other relates to
equipment support for the ATSC standard.
>From the broadcast standpoint, TV stations are only required to broadcast
within the ATSC standard, which is not necessarily HD. On the
manufacturing side, the mandate is that TV's be able to receive the entire
ATSC standard, which includes HD. So while it is not mandated that
stations broadcast in HD, it is mandated that all TV's be able to receive
an HD signal ... regardless of how it is displayed.
Clear as mud, yes?

Our local news just aired a story saying the FCC mandated all TV signals be
digital, high definition after Feb of 2009. I understood that digital was
mandated after Feb 2009 but not high definition. Is that correct????
