In case anyone missed this last week:

" Washington, D.C. - The Federal Communications Commission advanced
completion of its digital tuner mandate by four months to March 1, 2007, and
not Dec. 2006 as some had proposed, and expanded the mandate's scope to
include sets measuring 13-inches and smaller.

Under the new schedule, every new TV set sold in the United States after
February 2007 must include an over-the-air ATSC digital tuner. The previous
rules, which included a phase-in requirement starting with the largest
screen sizes first, would have required digital tuners in most sets by July
1, 2007, exempting sets with screen sizes measuring 13-inches and smaller.

As under the previous rules, all other phase-in deadlines remain, and
monitor-only displays may continue to omit digital tuners if they do not
include analog NTSC tuners.

The FCC said it removed the exemption on the smaller screen TV because
portable, battery-powered TVs enable reception of news and public-safety
information in times of emergency."

Isn't that going to drive up the cost of those smaller sets dramatically?
Also, and I don't know anything about this really, can a normal antenna on
say a 13" portable pick up digital or hd broadcasts?

can a normal antenna on
say a 13" portable pick up digital or hd broadcasts?

Absolutely, an antenna is an antenna. There may be a need for both the VHF
"stick" and a UHF bow-tie, but you have that anyway with analog.

Something I'm STILL confused about. Can't manufacturers simply make the
units without a tuner at all? In other words, all those 13" TVs in cars that
have tuners in them today could simply be replaced in next year's product
line with a version that has no tuner at all. This seems allowed, and seems
like a pretty easy 'solution'.

Yes they can make and sell 13" monitors (no tuners),
this would be within the constraints of the
regulation, but who would buy them?

Sure you can have a 5" portable monitor, and then have
to have a portable tuner for it. Together doesn't seem
very portable to me.

I have a 9" Sony Trinitron portable AC/DC from round
2002 that just has a stick antenna and picks up UHF
with ease, of course Analog. I have not tried plugging
in the "stick" to the HD Dig OTA rec. hmm I will try
and see what happens....

Jason, Certainly they can make monitors with no tuner at all, but the
needed STB would likely be larger than the monotor. The portability of
the small set would be lost. In addition, all those sets without digital
tuners will "go black" when the analog stations are shut down.

I'm saying that I don't see anyone in cars watching off-air tv - they're all
watching DVDs and playing video games. I'm sure some do, but hasn't it been
said many times that it's a very small percentage of people out there? It
seems that it would make more sense to have a gap of a year or two in which
the larger set sales (with integrated tuners) bring the cost to the consumer
for the tuner down low enough where they can start stuffing them back in.

A display device without a tuner (i.e. a monitor) is not a TV set (by
definition). Make as many as you like!
