----- HDTV Magazine Tips List -----

Hi, According to reports, DISH has settled with broadcasters (except
FOX) on issues of distant networks, and will be able to continue
delivery to eligible subs (several 100,000).

1) Has anyone heard anything about "white areas" (those within range of
SD network broadcasts but not HD)?

I still can't get ABC HD...our local is a SD LPTV station.

2) Does anyone know about any mandated conversion schedules for LPTV
stations to HD?

There has never been a mandate for High Definition ... only Digital.

Howard,
I'm not sure there is a "mandate," but the FCC has proposed a method for
transition of LPTV and translator stations:

"Question: How will TV translators and LPTV stations make the transition
to DTV service?


The Commission has not yet adopted general rules for DTV operation by TV
translators and LPTV stations. It has, however, indicated that it will
consider requests by low power stations to operate DTV service on
replacement channels on a case-by-case basis under its displacement relief
policy prior to its adoption of such rules. We anticipate that in many
cases TV translators will make the transition to DTV by simply changing
from analog to DTV operation on their existing channels at some point in
time. In other cases, new translators will be added to provide DTV service
on new channels. The Commission has indicated that it will initiate a rule
making proceeding to address issues relating to the general authorization
of DTV service by low power stations in the near future."




This is taken from an FCC paper titled "TV Translators and the DTV
Transition," dated April 12, 1999, so it probably isn't up-to-date. Here

Brad, Thanks, nice piece of research!


If, as may be expected, the FCC has had nothing to say since 1999, this
issue must be a hot potato in some unexpected way.

Our local ABC provides a digital/HD signal to the local cable Co., while
remaining OTA LP analog. Since we are a large market number, DISH
provides no HD-Lite retransmission of digital/HD networks.

I have been waiting for relief via the "white area" legislation.

Back in July the FCC released a list showing all of the applications for TV stations, including low power digital stations. I checked the listing for stations here in the San Francisco Bay Area and all of the present low power stations have applied for new digital licenses, plus there are lots of applications for new LP digitals from other groups and organizations. The list for this area is quite lengthy.

Some of these new applications are for channels presently occupied by full power stations that will be vacated after February 17, 2009, so some of these LP digitals won't be on the air until after the end of analog broadcasting.

In that thread they mention the three LP stations in South Bend:
WMWB-LP (WB 25) has applied for channel 27 at 15 kW
WBND-LP (ABC 57) has applied for channel 49 at 15 kW DA
WMYS-LP (Ind 69) has applied for channel 23 at 15 kW DA

To look for the applications in your area, go to: http://www.fcc.gov/mb/video/tvq.html and then use the "search by radius" function. Stations listed as LD are the low powered digitals. The list has lots of other interesting information as well as the LD applications.
