Argentina abandona la norma ATSC
Según declaraciones recogidas en la publicación argentina Ámbito Financiero, el Secretario de Comunicaciones de ese país, Henoch Aguiar, anunció hoy la decisión de anular la resolución adoptada por el gobierno anterior que establecía la adopción de la norma ATSC para el sistema de TV digital de ese país. El gobierno brasilero - que ha descartado la norma ATSC- presentó protestas firmes porque un tratado del Mercosur exige que la opción por cualquiera de los sistemas de TV digital sea coordinada entre los países miembro. Luego de esa sorpresa inicial, varios sectores expresaron sus quejas, incluyendo una protesta formal del gobierno brasileño, ya que un tratado del Mercosur exigía la coordinación entre ambos países al momento de tomar medidas en el tema.

Los defensores del ATSC decían que el sistema estadounidense pone el énfasis en la televisión digital de alta definición (HDTV), aunque reconociendo su altísimo costo. Los defensores del sistema europeo DVB (como el legislador Héctor Polino, que trató el tema en el Congreso, o el Consejo Argentino de la TV Digital, cuyo director, Jorge Rivero, llevó el asunto a la Justicia) explicaban que en Inglaterra o Francia se demostró que este sistema puede brindar una excelente TV Digital estándar a menor costo, dando también la opción de recepciones móviles desde autos o trenes en movimiento, sin dejar de permitir distintas posibilidades de TV digital de alta definición.
Luego de la asunción del nuevo gobierno, el tema había quedado congelado. Dado que la norma ATSC ya está siendo fuertemente cuestionada inclusive en los Estados Unidos (el año pasado el Pentágono recomendó las posibilidades de la norma DVB), parecía imposible que la resolución del gobierno anterior pudiera seguir vigente. Pero recién en los últimos días el nuevo secretario de Comunicaciones se expidió sobre la TV Digital: «En un desayuno de trabajo en ATA (Asociación de Teledifusores Argentinos) le expliqué a la gente de la industria la revisión absoluta sobre la norma ATSC para nuestro país», explicó Aguiar. «Estuvieron de acuerdo en no aceptar la resolución del gobierno anterior: ellos no habían propiciado ninguna norma y coincidían con que la elección del ATSC se había hecho sin una fundamentación seria, y sin haber realizado pruebas técnicas.»
Periodista: ¿Cuáles son los pasos a seguir ahora con respecto a la norma que tendrá la TV digital en la Argentina?
Henoch Aguiar: Lo esencial es no apresurarse en un tema tan importante, para no repetir bodrios como el que provocó que en la Argentina la televisión en color fuera PAL, generando mayores costos y complicaciones para los consumidores. Para elegir una norma de TV Digital hay que hacer pruebas técnicas que son costosas y llevan tiempo. En Brasil consiguieron dos millones de dólares de Japón para realizar pruebas a partir de la norma japonesa de TV Digital. En cambio acá el gobierno anterior no hizo ningún tipo de prueba, salva darles un vistazo a algunos equipos.
P.: ¿Por qué cree que se tomó entonces esa resolución sobre el ATSC?
H.A.: Realmente no tengo idea por qué se tomó esa decisión, y la verdad es que tampoco quiero saberlo. Pero veo los hechos, y es obvio que no se sostiene.
Reacciones
P.: Llama la atención que no haya habido quejas de parte de los canales que ya habían invertido en equipos de norma ATSC.
H.A.: Es que sólo dos de los canales argentinos habían hecho una inversión importante en equipos para TV digital. Y un cambio en la norma no cambia todo el sistema, sino solamente la modulación, es decir la manera de emitir la imagen, por lo que si se cambiara la norma sólo 10 por ciento, o incluso un porcentaje menor de esa infraestructura, debería cambiarse.
P.: El gobierno de Brasil, luego de hacer muchas pruebas técnicas, rechazó la frecuencia del sistema ATSC y aprobó las frecuencias de los sistema europeo y japonés. ¿En la Argentina podría suceder lo mismo?
H.A.: En Brasil aún no se ha elegido una norma para la TV Digital. Y, más allá de estas pruebas, el gobierno brasileño también ha dicho que su decisión será una cuestión de política industrial, no técnica. Por eso podría ser posible que nosotros tengamos que tomar nuestras decisiones de acuerdo con otros parámetros. De todos modos, por ahora lo importante es no tomar decisiones apresuradas.
