I had a Sumsung DirecTV receiver for almost a year, and it gave me nothing but problems. The picture would freeze and I would have to unplug it and wait for the channels to load( what a pain in the ass). I finally called Samsug and they told me that they would not repair the unit, just to send in my invoice and they would refund my $ 300.00 back to me. They calim they are not wanting to stay in the DirecTV box business any longer. I also had problems with mu OTA stations. eg ABC network. I would have it then one day it was gone. I had to then do another scan to get the channel, and if it was not a clear sunny day I could not get the channel. After getting my 300.00 from Samsung I bought a DirecTV TIVO unit. This has much better OTA. I did a scan when I got it, and the channels are holding just fine.
You might want to look into thew new DirecTV receivers form DirecTV. which have a MPEG 4 rather than MPEG2 . This would give your locals in HD right from the card. As long as they are in your area, your problem would be solved
Good Luck
