Ergen Pushes for Copyright/Grade B Changes Speaking before an audience of top-level consultants, analysts and other assorted D.C. pooh bahs attending the Progress and Freedom Foundation's CEO luncheon in the nation's capitol, EchoStar Chairman and CEO Charles W. Ergen hammered home his theme of "fairness" for DBS and consumers in the upcoming SHIVA renewal/digital revolution battles.

Current law, Ergen argued, does not offer sufficient incentive for broadcasters to move quickly to all-digital service because an "85-percent loophole" - allowing broadcasters to keep the analog spectrum until 85 percent of U.S. homes have digital televisions capable of receiving digital broadcast service – could mean that over-the-air heads never return the spectrum, thus retaining their hold on a piece of public property "worth billions."

Ergen's solution: Said he, "Allow DBS to offer HDTV (broadcast) feeds to all homes where an affiliated broadcaster is not offering digital service." As Ergen pointed out, this would require a change in DBS' existing copyright license plus it would mean that the FCC must establish a new predictive model to determine which households cannot receive a local broadcaster's digital signal.

Said Ergen of the current Grade B test for determining a household's ability to receive distant signals: "Will we become a third world country because (we can't change) an old public policy built in the 1950s for an analog universe?"

Second Season of HDNet Horse Racing Challenge Features Santa Anita Jockeys,
Trainers, Handicappers

ARCADIA, Calif. (March 2, 2004) - HDNet, the leader in high-definition
broadcasting, will broadcast exclusive live high-definition coverage of Big
Cap Day at Santa Anita Park Saturday, March 6, beginning at 6 p.m. ET.

The coverage on Big Cap Day, one of horse racing's most prestigious days of
racing, will feature the $1,000,000 Santa Anita Handicap, the $350,000 Frank
E. Kilroe Mile, and the $200,000 San Rafael Stakes.

First run in 1935, The Big 'Cap has proved the greatness and helped define
the careers of racing immortals such as Seabiscuit, Affirmed, Spectacular
Bid and John Henry. The 67th edition of the 1-1/4 mile classic will feature
Breeders' Cup Classic winner Pleasantly Perfect, Sunshine Millions Classic
winner Southern Image, and the filly Island Fashion, who attempts to become
the first female to win the historic Grade I event.

Following Big Cap Day, Santa Anita will host a five-week HDNet Horse Racing
Challenge, a unique competition featuring all Santa Anita trainers, five top
jockeys and three handicappers. Kentucky Derby-winning riders Victor
Espinoza, Kent Desormeaux and Mike Smith, as well as nationally-renowned
trainers Bob Baffert and Richard Mandella will be among the participants
competing to win an HDNet Trophy Cup and a high-definition television at the
end of the series.

"High definition television and horse racing are a perfect fit," said Mark
Cuban, co-founder and president of HDNet. "HDNet's coverage of these races
will show viewers the beauty and excitement of horse racing in a way that
only 1080i HDTV can achieve."

The HDNet Horse Racing Challenge will air on the following dates (all times
are Eastern):
Saturday, March 6th - 6:00  - 8:00 p.m. (live)
Saturday, March 13th - 10:00 p.m. - 12:00 a.m.
Saturday, March 20th - 9:00 - 11:00 p.m.

Kenny Rice and former riding great Chris McCarron will host the telecasts,
and HDNet's Kandace Krueger will work as feature reporter from various spots
throughout the historic 320-acre facility. Each show will feature at least
six Santa Anita races.

Lone Star Park in Grand Prairie, TX, played host to HDNet's inaugural Horse
Racing Challenge in 2003.

Aspiring actor Danny Reilly (Dean Paras) has finally met the girl (Katie Wright) of his dreams, but he can't seem to shake the habit of lying to her - a problem compounded by his vengeful ex (Neve Campbell), his formerly gay roommate (Stefan Brogren), and his encounter with a friendly beauty (Rebecca Gayheart) who may or may not be strictly platonic.
